Minutes

 

Call to Order

 

President Terry Ryan convened the meeting of the Board of Directors of the Lake Madison Development Association (LMDA) at 7:05 PM November 13, 2008.  He welcomed guests. 

 

Guests were: Tim Walburg, Vicki Seager, Scott Pedersen, Steve Kant, Jan Nicolay. 

 

The following directors were in attendance: Michelle Anderson, Martin Jarrett, Dieter Proehl, Robert Todd, Jeff Willadsen, Vic Graham, Dan Carlson, Karen Dossett, Terry Ryan, Stephen Snyder, Ed Benson, Jim Halpin, Mike Hagedorn, Linda Hilde, Rolly Samp, Mike Halverson, Matt Larson.

 

Secretary’s Report

 

The May 22, 2008 minutes were sent out with the Notice of Meeting.  Director Graham moved to accept the LMDA Meeting minutes as presented. Director Benson seconded. Motion carried.

 

Treasurer’s Report

 

Presented by Millie Moser.  Report attached.  Director Jarrett moved to approve the Treasure’s Report. Director Willadsen seconded. Motion carried.

 

 Game Fish and Parks Vicki Seager thanked everyone for a good summer.  She reminded us that state park fees are year round.  Anyone docking a boat at the state park must pay the state park fee.  Park fees will go up January 1st.  If a sticker is bought now, it is good until May 2010.  She also stated that the stop signs at the parks are real and they should be abided by.  There is a problem with people dumping household trash and items in the dumpsters at the park.  There was also a problem with kids on four wheelers throwing firecrackers at the park crew.

 

Steve Kant brought up some reservations about developing a water project district.  He also stated that he thought tagging money for the project should have been brought up to the whole membership at the Annual Meeting.

 

Robert Todd, Interlakes Water Quality Planning Committee Chairman reported:

 

There is money coming from EDWDD and NRCS along with contributions from other sources including Association members.  It cost $3,500 for a student from Brookings to do water testing.  Phosphorous is still the main concern in the lake.  He explained the areas that it is coming from.  Two other concerns are e-coli and sediments.  There is a monthly meeting the first Thursday of each month at 7:00 p.m. at the Library in Madison.  Everyone is invited to attend. 

 

A petition was circulated to form the water district; 20% of registered voters were required to sign it.  The petition will be submitted at the March DENR meeting.  If the petition is approved, a meeting must be called within sixty days for registered voters in the two sanitary districts to vote on the proposal.  A budget will be submitted to the County Auditor and there will be an election after that.  There was a suggestion that a flyer explaining the water project district go out with the membership dues request in February.  Matt Larson thanked Steve Kant for coming to the meeting with questions.

 

Sheriffs Department

 

Tim Walburg from the Sheriffs Department stated that things at the lake were good this year compared to other years.  There was one boat accident on the lake.  He explained that four wheelers must be licensed to be used on the highways.  Golf carts may not to be used on the highways.  He explained that there may be a reward system or neighborhood watch established.  Terry Ryan asked to please let guests know of the rules on the roads and water.

Director Benson motioned to adjourn at 8:50 P.M. as there was no further business.  Director Graham seconded.  Motion carried.
